They are the success stories like Punjab, Haryana, Himachal Pradesh and Goa. Then there are underachievers like Jharkhand, Chhattisgarh and the north-eastern states, with the possible exception of Sikkim. But perhaps the prospects for the four proposed UP disaggregates could best be seen in the light of Uttarakhand’s decade of experience since it was carved out of UP in 2000.
